緒論—什麼是「政策」？什麼是「社會政策」？
一、政策與國家干預(State Intervention)的關係。
二、社會政策發展簡要的歷史回顧
(一)歐美社會政策發展
1601 – (英) 伊莉莎白濟貧法案
1834 – (英) 濟貧法修正案
1882 – (德) 俾斯麥社會保險法
1907 – (英) 失業保險法
1934 – (美) 羅斯福總統社會安全法案(Social Security Act)

二、社會政策的決策模式
(一) 多元決策模式(pluralist policy model)---
社會民主決策模式(social democratic policy model)
“that institutional arrangement for arriving at political decisions in which individuals acquire the power to decide by means of a competitive struggle for the people’s vote. ” (Ham & Hill, 1984:26)
(二) 精英決策模式(elitist policy model)
１．political elite—the concentration of political power in the world of a minority of population.
２．economic elite.
３．social elite, including religion.
(三) 衝突決策模式(conflict policy model)---
based on Marxist theory，亦稱instrumentalism
“.. the state acts as an instrument which serves the long-term interests of the whole bourgeoisie, As a result his approach has come to be known as “instrumentalism”..” (Ham & Hill, 1984)
